Message every company is different, and it's based on statistics.

the majority of drivers become lower risk at age 25, but depending on your area, your employment status and occupation, your car, who's in your household, etc. your rate will change - in addition, of course, to the obvious things like your record.

each state has different laws regarding how long tickets and accidents can be considered by your insurance.

there's also some judgement by your insurance agent (ie: is your parking spot listed as private or public? is your rented house a house, or an apartment?)

if your record was clean, and then you get a ticket, you may not get referred to the underwriting department at your next renewal - or ever. then again, a random examination (or one trigged by a claim or new policy request) might cause them to find new items in your profile that indicate a change in risk status.

basically, it's all a big crapshoot. i'm not trying to get all soapbox on everyone about it, just don't get your hopes up about the magical 21st or 25th birthday and this incredible rate drop, or compare yourself to other people's rates and expect them to be exactly the same.

shop different companies, play them against each other, look for discounts and find a good agent who helps you find opportunities to save money (not the other way).

btw, i pay 2000 a yr for full coverage on my Z and liability on my 88 pathy, plus renter's insurance, and i'm 26 in seattle. it didn't change a bit when i turned 25.
